In Survival mode, Dogmeat's carry weight is set as 25 by default, and will be increased to 150 when Dogmeat has a piece of equipment on (i.e. any bandana, armor, or dog collar). Welding goggles do not count. [verified]
You're right. It was a massive red flag and based on my previous experience playing this game, I shouldn't have went through with it but I did. Now, that save is days away and it's survival so I only get the last 3 saves. I was under the belief at the time that because of his new wearable equipment - dogmeat could carry much, much more. He wouldn't accept most other junk items during this time, but he was still taking equipment.
I gave dogmeat a skull bandana, welding goggles, helmet, and armour. I sent him home. I guess I will have to try to leave the area further and longer or wait until I find the time to continue the story and get a new companion. Looks like I'm on my own again haha.
PS; the occurrence of the teddy bear was some couple-odd days later - after the initial armour incident. Up until the teddy bear, I was able to give dogmeat items and re-equip them etc. It seemed then, that he was only accepting his un-armoured carry-weight while wearing armour. Also, dogmeat never carried green paint.
