Bought the game and it won't launch, very frustrating.
I click the desktop shortcut, and it shows the launching thing, then it says launching, then just abruptly closes. I try to launch it through Steam, doesn't work.

If i look to that gif you posted it's as it tries to run, but then it crashes. As if some files are missing. Cause by default it should run after you hit play. I think you need to repair it. Go to your library, rightclick on Fallout 4, select properties (or options), then go to the tab installed files and click on verify integrity on game files. Let it run. It will now check your installation and install any missing files. Don't do anything else in the meantime. After that try again.

Make sure that your game and all its files are not being touched by ONEDRIVE or any firewall/virus scan.

I deleted OneDrive and I don't think any firewall is interfering with the launch process

I verified the integrity of the files many times to no avail

Could you go to the top of your Steam library window, click HELP > SYSTEM INFORMATION and paste the entire list here please? It'll help figure out what direction to look next. Sometimes it's something very simple and others not so much.

I suggest looking in your Windows System and Application logs for any associated errors at the time of attempted game launch.

"GTX 1660" needs the game's WEAPON DEBRIS turned OFF.

It is, in fact, *directly* related to your system. Even if your system is good otherwise, that SPECIFIC video card will NOT run the game properly, without having turned off Weapon Debris in the settings.

Your CPU is also on the slow side, but I don't think it has much to do with this.

Have you tried restoring the Global settings for the NVIDIA GPU? -> Manage 3D Settings.
Or Update the GPU driver might kick it back into default/clean install. Your driver isn't that old but worth a try.
I'll always suggest adding directxwebsetup.exe from Microsoft if you've never installed it at any point.
It will never overwrite what's already there, just add more... graphics/audio stuff, in Windows 11, in this day and age :steamfacepalm:

could also try monitor=60Hz and fps=60

firewalls are for internet access.
check your antivirus log. might be blocking the game launcher or game.

game launcher creates folder
Documents\My Games\Fallout4
containing files Fallout4.ini Fallout4Custom.ini Fallout4Prefs.ini
then the game itself creates the Saves folder

also check windows security/controlled folder access. if on add exceptions for the game launcher and game

When you get the menu running it will be there in the original launch options. But if you're still having issues getting it even to that point, using the method shown above by Cheshirm to make sure that your monitor is capped to 60 fps. Try that first.

unfortunately from what i've read in the post, correct me if im wrong; you aren't even getting to the point of being able to select the graphics settings.

not only do you start the game by clicking the desktop icon or hitting play, but after that there is a launcher for the game itself that pops up with a splash window, that has the play button, settings and so on, if you aren't getting the splash you won't be able to directly edit the weapon debris setting, but im pretty sure there's a cfg file somewhere in your install that has the setting in a line somewhere.

although, if you're not even getting to the bethesda splash for fo4, i don't think that setting is the issue.
