If i look to that gif you posted it's as it tries to run, but then it crashes. As if some files are missing. Cause by default it should run after you hit play. I think you need to repair it. Go to your library, rightclick on Fallout 4, select properties (or options), then go to the tab installed files and click on verify integrity on game files. Let it run. It will now check your installation and install any missing files. Don't do anything else in the meantime. After that try again.
I deleted OneDrive and I don't think any firewall is interfering with the launch process

It is, in fact, *directly* related to your system. Even if your system is good otherwise, that SPECIFIC video card will NOT run the game properly, without having turned off Weapon Debris in the settings.
Your CPU is also on the slow side, but I don't think it has much to do with this.
Or Update the GPU driver might kick it back into default/clean install. Your driver isn't that old but worth a try.
I'll always suggest adding directxwebsetup.exe from Microsoft if you've never installed it at any point.
It will never overwrite what's already there, just add more... graphics/audio stuff, in Windows 11, in this day and age

firewalls are for internet access.
check your antivirus log. might be blocking the game launcher or game.

then the game itself creates the Saves folder
also check windows security/controlled folder access. if on add exceptions for the game launcher and game
Shouldn't the game at least START launching though? or does the WEAPON DEBRIS thing have to be off for even that?
Anyways how do I turn it off?
not only do you start the game by clicking the desktop icon or hitting play, but after that there is a launcher for the game itself that pops up with a splash window, that has the play button, settings and so on, if you aren't getting the splash you won't be able to directly edit the weapon debris setting, but im pretty sure there's a cfg file somewhere in your install that has the setting in a line somewhere.
although, if you're not even getting to the bethesda splash for fo4, i don't think that setting is the issue.
