Have not used it myself as I do appreciate the randomness of the legendary drops as part of the fun.
Why an explosive gauss rifle? Best is an explosive combat shot gun, because shotguns fire multiple bullets at once and the explosive effect is attached to each bullet, meaning, the effect is multiplied on a shotgun.
I once had the luck to get a two-shot gauss rifle, but never used it, because it is just insanely over-powered.

There is a fiddly way to do it in your inventory, but the simplest way is to just drop a gun of the right type into the game world, then use the AMOD command on it to attach whichever legendary effect you want. For example, if you've got the gun selected "amod 001F04B8" would add the Instigating effect.

If you have trouble directly targeting the gun instead of other items nearby, you can grab and hold it in the air in front of you with the activate button before opening the console and using GetPlayerGrabbedRef to get the gun's reference ID (the ID for that specific gun sitting in the game world, not the ID used to spawn a new gun). Then use the AMOD command to apply the legendary effect you want to that reference ID.
For example, if the reference ID for the grabbed gun was 12345678, then the command to add Instigating would be:
