There are mods for this.

Equipment and Crafting Overhaul (ECO) - Redux
https://www.nexusmods.com/fallout4/mods/67679

with

Legendary Effect Overhaul (LEO) - Legendary Modification And More
https://www.nexusmods.com/fallout4/mods/66900

Have not used it myself as I do appreciate the randomness of the legendary drops as part of the fun.

Why an explosive gauss rifle? Best is an explosive combat shot gun, because shotguns fire multiple bullets at once and the explosive effect is attached to each bullet, meaning, the effect is multiplied on a shotgun.

I once had the luck to get a two-shot gauss rifle, but never used it, because it is just insanely over-powered.

There isn't a specific ID in the game for every possible legendary combination. The legendary effect is basically a mod part attached to the base gun (or other legendary item).

There is a fiddly way to do it in your inventory, but the simplest way is to just drop a gun of the right type into the game world, then use the AMOD command on it to attach whichever legendary effect you want. For example, if you've got the gun selected "amod 001F04B8" would add the Instigating effect.

The legendary effect IDs are listed on the wiki:
https://fallout.fandom.com/wiki/Fallout_4_legendary_weapon_effects#List_of_effects

If you have trouble directly targeting the gun instead of other items nearby, you can grab and hold it in the air in front of you with the activate button before opening the console and using GetPlayerGrabbedRef to get the gun's reference ID (the ID for that specific gun sitting in the game world, not the ID used to spawn a new gun). Then use the AMOD command to apply the legendary effect you want to that reference ID.

For example, if the reference ID for the grabbed gun was 12345678, then the command to add Instigating would be:
12345678.amod 001F04B8

Legendary effects can be added to items through the console by following the next steps:

Drop the item on the ground.
Pick up the item in the air by holding E (how one would normally drag ragdoll and other objects around).
Open console and enter "GetPlayerGrabbedRef." This returns the RefID of the item the player is holding in the air.
Take note of the returned RefID.
Look up the ModID below for the desired legendary weapon effect, note it as well.
Enter the following in the console (substitute the appropriate RefID and ModID): [RefID].amod [ModID]
For example, the player would enter in something like this: f00726b.amod 001cc2ac.
The item will drop to the ground, and when the player goes to pick it up, they will get an overview similar to the one the player gets when they pick up any given legendary item for the first time.

the mod IDs for the effects you want are
001F04B8
001CC2AD
001E73BD
