It's a very, very important distinction.
Even if you don't THINK they're going to affect something, any mod - ANY one of them - might be interfering with something else. The game's code is fragile as it is vanilla, so when you add even one mod you may get some weird issues.
Also note that if your windows has updated it may have changed things. But if the voices in the game behave normally and it's only when you're hearing the power armor style, that's unlikely to be to blame.
Anything that affects power armor, radio, audio, inserts new character dialog, ... might be to blame. But I wouldn't just up and disable or remove them. Have you moved any of them around in your load order? Do you use LOOT to sort?
You trying to reuse a older save you had before you reinstalled the game?
Yeah, I'm too far into this one to start over.
That is why it is still a issue. Mods can bake in a change ( or add a conflict ) which is in the save game data. Start a new game without mods and it should not be a issue.
