And no, Fallout 4 is not a online only game.
Fallout 76 on the other hand, IS an always-online game.
The mods tab in the game has nothing to do with Nexus and their mods. It goes to Bethesda and their mod section. And no, you do not need to be online to use mods.

I took my windows 7 version of Steam offline before diving into 10, and "technically speaking" I could return to launching that version of windows, offline, and still play (if I hadn't already archived my last game lol). It's fine offline.
