If you build the guard towers before new settlers arrive, they *should* auto-assign to any vacant guard posts.
In build mode you see a red person silhouette on an object if it needs a settler assigned and doesn't have one, a green silhouette if someone is assigned.

You then press ENTER or E and walk to a guard post, a food plant or a scavanging station, and press ENTER or E again to assign them to it.
If you do not see this then perhaps try to provide more detail, such as what mods you are using.
I just found it a bit strange that settlers do seem to be doing the right things, but that assigning a settler to the farm when the farm is like 50 yards away is a little perplexing with no actual UX clues going on. Will muddle along until I am able to raise my character charisma, laving low charisma has limited this angle of the game a little bit.
With the Vault 88 DLC does one get to own an entire vault, which comes with an increased settler limit. Iirc 20+Charisma, and one gets to build a settlement inside a huge underground cave system.
If it is about assigning a settler to multiple posts then you can do this, too. A settler assigned to a post will seek up to three unassigned guard posts and patrol between them. So you can put down 3 guard posts per guarding settler and do not have to use a settler for every corner you want guarded on your settlement. Simply let them walk patrols.
