-Content: Most high quality screenshots are heavily modded with higher-resolution textures, specialized weather and lighting, custom game assets, and enbs (which for the purpose of this thread include lighting, image sharpening, fov and other visual overhauls). Other mods toggle off or otherwise hide UI elements for clean screens.
-Console Commands: Using the debug console you can pause your game, fly the camera around, narrow or widen field of view, hide the UI, get rid of screen blood and several other things.
There are tons of modding guides available. There are probably guides under the guides tab at the top of the page for screenshotting including the console commands (haven't personally checked the FO4 guides). Be cautious and precise about the debug console; careless or sloppy use can foul up a number of things.
edit: and yes, in some instances there is post-processing and photomanipulation. Most screenarchery begins with what I mentioned, however.
Here's a few to help if you're interested.
tm
tm will hide your UI. Just type tm in again to get UI back. Your console window will vanish so be mindful that you push ` once you turn it off, then push ` and type tm again when you want it restored.
tfc
tfc will toggle free cam. If you type in tfc 1 instead of just tfc, time will freeze but you can still control the free cam, which can be useful for explosion screenshots or whatever.
tcl
tcl will disable/enable collision, kinda like a noclip command. Keep in mind this will prevent physics from performing until you enable it again. It's usually better to just use tfc but figured I'd mention this anyway.
sgtm #
Replace # with a numeric value. This will either speed up or slow down your game in real time. The normal value for this is 1 for regular game speed. The cool thing is, audio will adapt to the real time game speed too.
IE: sgtm 0.5 = your game is at half speed, kinda like when you take jet. sgtm 2 = your game is running twice as fast. sgtm 1 = your game is back to normal.
It can be useful to slow your gamespeed down if you're trying to give yourself leverage for the perfect action shot or explosion.
sisme 0
This will disable special effect "filters" applied during certain contexts, like the orange blur when you're near an explosion. Again, this can be useful for crystal clear action shots, but it's contextual. You can do sisme 1 to get your "filters" back.
But mostly, I play the game, and when I see something cool, I stop to take a picture with F12. The Steam overlay screenshot capture key. I can then upload them to Steam, and share with the share link you get when viewing the image on Steam.

The Share button is still there. Easiest to get there is through Steam screenshot manager.
- Open image
- Click "Share"
- Copy the link under Share and paste it as is.

When it was explained to me how to do it, they did not mention the share menu. Maybe that share menu has not always been there.
You don't, but you can share images as Steam Artwork instead. They behave in similar way. They are just under different menu.
It has been there as long as I remember. However, Steam screenshots system is a bit nutty. It does not always show that button, unless you pop in in to correct view.
I have no idea why Valve has seen fit to create several views for screenshots. It makes little sense to me. It could have been just Comments view (with Share) and Full Image view. And of course thumbnail view, when link is posted to forum.
You then view the 'online' screenshots, and there is a 'share' button you click to get the link to share in comments. That gives a nice preview of your picture.

just an fyi if you use the tfc command you can also use sucsm # to change the movement speed of the camera. 20 is the default number so lowering it will slow down the camera speed
