It's not completely random, however. Some effects will show up slightly more often than others because the base weapon/armour is picked first and some effects aren't valid for every weapon (only weapons have these limiting rules). In addition, the game keeps a list of recently-generated legendary effects, so it won't spawn two items with the same effect in quick succession.
Otherwise you have a few guaranteed unique legendary weapons and armor in the world, for the rest, you'll just need to hunt them legendary enemies
I Keep a locker of legendary items ive collected with effects. Even if they are low level or i dont use, like synth killer chest plate is less dr then my current but i kept it.
Is there any way to transfer the effect like gun modding? Or is raising dr through other means my oonly options.
You can add or remove any and all mods to/from the base weapon, but you can't change the base weapon, the legendary effect is tied to the base weapon.
(I wrote a thread about this a while ago called 'Where is the demon bound?' or similar name.)
So if you have a legendary pipe pistol of charming the opposite sex (or whatever), you can mod it into a recoil-compensated suppressed drum-fed quick-eject night vision rapid pipe light machinegun of charming the opposite sex, with rotating scything bayonet blades, or vice versa, but you can't turn it into a machete (or flare gun or laser pistol or junk jet) of charming the opposite sex.
So yes to the second part, no to the first.
Its only super mutants, deathclaws and robots that a bigger threats. Right now im trying to build up settlements to a self sustaining level so i can take advantage of the artillery i just unlocked. Im still quite early. It takes hours to do a few small tasks lol.
Those weapons should stay useful for a while if you mod them. For the explosive shotgun you want explosion resistant armour and the Inspirational perk. Keep upgrading (the receiver primarily) as and when you can.
The freezing Thompson will never go out of style even when your critical is only doing 0.1% of enemy HP, a freeze is still a freeze. Maybe look into Critical Banker if you can, to best exploit that.
Justice is a lot of fun. Don't go for the full auto receiver though - you can just pull the trigger faster on the semi. Upgrade the receiver, add reflex sights, a bayonet if bashing is your thing.
Remember you don't need (usually) Gun Nut to loot or buy a weapon with a good component and swap it out onto your own weapon. So every time you see a weapon in a store or in a container, get in the habit of inspecting it in detail to see what mods it has on. An ordinary looking gun might have a great mod on it.
