Crash to desktop when approaching settlement, partial solution.
Long story short: Crash when nearing a specific settle or looking at it from the distance, crashes when loaded in sight.

Solution that helped me which might help you.

Try walking backwards to the settlement while aiming downwards to prevent loading any object from that settlement specifically. Once you succeed in reaching the settlement, open your console and perform a scrapall command. (Avoid doing this for castle unless you have to or download a mod that resets to settlement default aka town gavel item; Sim settlements).

If you managed to do this, attempt to look at the settlements and see if it crashes, if it doesn't congrats you are lucky.

I didn't feel like elaborating this find any further because i'm lazy but wanted to share a solution.

My game sometimes CTD when I'm standing still looking at something on the ground. Totally random.

Well i recently learned that the workshop make holes in the navh mesh when you place anything. So if you build so much that you had crashes, you probably will have navigation issues in future

Also check nexus mod for rebuild navmesh for certain settlements.

Didn't test em but alteast there are other solutions.
