Don't buy shipments of steel.
I learned this the hard way. Just look for cans or any other item with steel.

I get the feeling that shipments will be much more useful in the new survival mode. That said I do like doing the rounds and trading some of my mountain of ammo for all the shipments I can get. It just saves a lot of time revisiting dungeons just to build some more walls or mod more items.

They will be definitely more useful in the new survival mode because you are essentialy carrying 25 resources in the weight of 1 shipment.

Not just that, but earlygame settlement building will be a lifesaver and shipments will reduce the risk of resource gathering greatly.

I buy steel all the time, wood too. That's on top of my scavengers, my own OCD-level scavenging, weapon scrapping, and clearing out Spectacle Island just for the resources. And I still run out of wood and steel continually while building.

Secure the island and use the resources as backup material, I never build a selltlement there.

Charisma perks will lower costs for shipments as you advance in the game.

Any fish packing plant is good for aluminum. Corvega has a lot of steel, but connecting rods are super heavy considering the small amount of steel you get from them. But don't overlook the hubcaps, those are good lightweight aluminum.

I've also never built a settlement on Spectacle Island, I scrap everything and then Dogmeat and I manually carry it all over to Warwick.

Mahkra Fishpacking is great for stocking aluminum, specially for repairing/upgrading X-01 armour.
There serveral places you can revisit over time where items are respawned.
Like
Mahkra Fishpacking
Corvega Factory
Bridgeway trust
Other banks/credit unions
Toy horse factory (name escapes me at the moment)
Of course there are many others but these give more kick to the resources needs.

i find that when building, steel runs out pretty quick but it only cost 350 ? or so for 100 steel
saves having to scavenge .... but one thing i always run out of is copper and that is really important for anything electrical so thats one of my regular shipment purchases .... but i do have lots of water purifiers on the go at several settlements so caps are not a concern for me and once you level up the perks for traiding, buying and selling prices are much better that i dont even bother scrapping weapons/armour any more
in fact i dont even bother looting those, only legendary stuff, ammo, caps and meds.

I will say shipping will be much more useful in survival mode because you cant fast travel and you will want to cut weight where ever possible

Adhesives, agreed -- even if you want to buy, you're better off buying the junk w/ adhesives or the plants (tatos being the easiest to not have) than the shipments.

Wood -- is possible to run out of if you build entirely with wood rather than metal, which I tend to do since the structures you build are indestructible regardless of what they're made of. Shipments don't go very far given how fast you use it building multilevel structures with railings and what-not.

...and yeah, Lucas Miller gets a lot of business from me re: ballistic fiber because military duct tape and ammo bags are rare finds and rank 5 weave requires 12 ea. Haven't yet bothered piling up combat armor for settlers as I don't have maxed Strong Back and armor gets heavy.
