Game launch error
So this is my story:

I just bought a new PC from Amazon, EU, the other day. I download fallout 4 on steam, and press launch. Game settings automatically set to 'low' at my accept, and i press play. The popup display with game settings and play button disappears, the mouse cursor shows a loading symbol/sign, and my screen turns partially black (huge black box on the left side of the screen). All this happens within seconds and then suddenly the black box disapears. Nothing happens herafter. No troubleshoot, error, or whatnot.

Here is a cut-copy of my PC DxDiag stats:

[.. and so on- more infomoration left out ..]

1) I cannot add beta update/installments to fallout 4 via Steam libary.
2) I've deleted all .ini files and re-verified game cache via Steam.
3) My drivers are updated (Or at least I believe so. This is a brand new computer. I can even play CounterStrike Source flawlessly without lag)
4) I connected my PC to a new TV screen display using an HDMI stick.

*Reason why i can't add beta updates to Fallout 4 is because the 'settings' option/button isn't visible when i right click on the game, inside my Steam libary. My steam is fully updated. I downloaded and installed it yesterday.

I should maybe also mention that when the game download was complete, I was not asked to, nor could i find the option to, INSTALL the game on the computer. Could this be the issue?

Your intel graphics are way below minimum spec, If you have a PCIE slot buy a new video card asap.
ironhead1969 Mar 8, 2016 @ 8:29am
MINIMUM:
OS: Windows 7/8/10 (64-bit OS required)
Processor: Intel Core i5-2300 2.8 GHz/AMD Phenom II X4 945 3.0 GHz or equivalent
Memory: 8 GB RAM
Graphics: NVIDIA GTX 550 Ti 2GB/AMD Radeon HD 7870 2GB or equivalent
Storage: 30 GB available space
Oh boy... it's gonna take a rollback to 1.2 or praying the driver in this:

works... As that new PC you bought is really lacking in the GPU department.

OP next time please read the game requirements before purchasing.

Then why is DXdiag listing an Intel HD as your primary driver?

Is the box empty?
Open your case... and if there's a bloody big gap on the first PCI-e slot... yup

Great, i think i found the issue. The GPU is obviously connected and inside my computer. I insert the GPU driver CD, and preparing for installation. Apparently this ♥♥♥♥♥♥ driver only supports Windows 7, 8 or Vista 32 or 64-bit. And GUESS WHAT. My computer came with Windows 10 pre-installed.

Not to belittle but is HDMI cable plugged into the video card or the MOBO?

I have no clue. I just inserted it behind the computer system, where it is engraved the word 'HDMI' next to it. The cable slides in nicely. I get nice images on my TV screen.

Edit: I just opened up my computer and it looks like the HDMI cable is connected to the motherboard- right next to the CPU.
