rt click on the file ,select properties , open with then choose what ever program you prefer to use such as winrar , 7zip .
when you get that squared away you extract the contents into the fallout4 main folder unless there are special instructions . read the readmes so you know how to toggle effects on and off .
better still go to the reshade website and hit the forums to learn how to use them

go to link i posted for reshade and learn how to use it
just go to the reshade site and ask there and read/watch how to use them
rename them , just change .txt to .cfg for those reshade files , and for god sake go and learn how to use the reshade overlay instead of wasting time here doing nothing
