reduce shadow depth.
use nvidia geforce expewrience optims.
60fps here all areas 4790-gtx980.

There are more advanced methods too. Bilago's custom fallout 4 launcher.
How many cores or threads does your CPU have? You can use the custom launcher and set the ammount of cores/threads to what you have and it would increase performance, you also can install ENB/ENBoost and use some extra unused ram for extra FPS.
Put the game into Windowed and Borderless to remove microstuttering.

That reminds me...windows 7 'parks' a couple of cores on i5 and i7 chips. That means the cores aren't being used.

There's free software that enables you to 'unpark' those cores. You can also park other cores that aren't being used in the game you're playing...thus saving resources.
if you're really having problems, there are mods that will remove a lot of the clutter, little things you wont even miss, and that can have a significant benifit to your speed
lowering the texture detial has little impact on visual quality, especially if you run on ultra and knock it down to high/medium

With a half decent gpu texture quality has little to no effect on performance.

it increases the amount of vram used but you gain nothing from having ultra textures, like literally.

your probably not going to notice an fps increase but it might help with percieved smoothness, either way it helped my 970 run the game smoother : )

Textures are more about vram than horsepower. If you run out of vram then ya you can throw smoothness out the window.
Some games "ultra" textures use 6gb or more. It kind of goes without saying if this is the case and you dont have the vram, don't use it.
A 970 has enough vram for ultra textures in Fallout and what texture setting you use shouldnt contribute to performance much if at all.

Shadows and godrays are what hurt performance.

if op is getting 10fps then yeah, ignore what i said but if hes only looking to get a few more fps or if hes getting ok fps but wants it to be smoother, then its worth trying that with a few other minor tweak that wont effect the quality too much if at all. shadows i could probably live with turning down becuase there not that great in this game but i do love me some godray : )

Ultra quality textures are only noticable on 1440p or 4k monitors. At 1080p, the difference between high and ultra is almost indistinguishable. (This is true for most every game)
get a freesync monitor and amd 390x. zero input lag no shutter.
