Filling shelves?
Ive seen in a few vids that people have filled sets of shelves with food or clothes, but when i try I can only put stuff on the top shelf...I have the 'place anywhere' mod but it doesnt seem to make a difference

Try OCDecorator instead. :) I'm not sure if it will clash with Place Anywhere though since I don't use the latter.
You don't even need Place Anywhere if you have OCDecorator. You can just type the console command 'tcl' to toggle clipping, mousewheel the object close to you and clip yourself into the shelf and the object can be placed wherever you want. Works on all sorts of stuff.

Da Boss.
If you want to use just the "Vanilla" game (I don't use mods) , "pick up" the object that you want to place by holding "A" (or "X" on the Playstation controller) down on the controller (NOT in workshop mode, just regular running around mode). You can place it on any shelf you like that way. You will probably have to pick it up from different angles and different distances to get it perfect.

I play on PC, but I use a controller - I don't know how to pick up things (or even play the game, lol) using a mouse and a keyboard. Can someone else pop in with the answer to that one?

If you dont have any mods such as the ones we have been discussing, your game will forever be subjected to all of your damn settlers kicking your ♥♥♥♥ all over the place every time you come home, as well as the ever present bug that drops all items down from their surfaces a couple inches.

I haven't had that happen lately. I think the last patch helped with that. Actually, I *DO* use ONE mod - it was the one that made the overhead lights glow naturally again "Workshop Lightbulb Emittance".

So, either it was that patch, or that ONE mod that helped with my settlers kicking stuff all over the place. That's the only mod I have.

Ah ok. I've been using OCDecorator for quite awhile now hence me not experiencing that stuff anymore.
i'm not beyond using OCDecorator after a while, I just sort of wanted to earn all of the furniture I have. I'm waiting to see what's in the DLC. I hope there will be more in there.

Haven't really used mods but I typically just use workshop mode, you can pick up any item and put them on a shelf. I haven't done it in awhile but I remember using it to place my collection of trifold flags. It might not be perfect and a bit tedious but if you don't want to use mods it might be good enough.
