quit and go to: Documents>My Games>Fallout4>Fallout4Prefs.ini
find these two values:
fDirShadowDistance=5000.0000
fShadowDistance=5000.0000
for reference: ultra= 20000, high=14000, med=3000
choose a starting point (maybe 8000-10000), save the file, load the game
see what your fps is in the city, if it's too low, drop the values by 1000-2000, if it's high raise it by 1000
repeat
once you find your sweet spot then you're all set. 5000 was my sweet spot on a GTX980/FX8120
And if you can't figure it out by checking the numerous ini tweak tutorials... It's basically making the numbers larger in the ini instead of toning them down.
No shadows xD
