The crappy thing is that is one of the settlements that likes spawning raiders in the middle.
I only have two mainstays (Bartender and Farmer) and two provisioners there full time, which generates Happiness pretty quickly, leading to plenty settler attraction.
I don't think "maxing" every settlement was supposed to the be point, honestly. Some are more clearly suited for certain things than others.
I do enjoy popping over there from time to time and killing that raider who lurks with his turrets at the bottom of the hill though. Free loot every time.
I looked at your screen shots did not see Zimonja. Get a few shots of it I be interested to see it.
Another solution is just build a huge dumpster fire of a settlement make it raider theme. Raider or scaver theme can be easy to work with because ugly mess is good too.
True I saw location outside of a vault that I thought would make a great location for a settlement.
A wrecked vault with door frozen open, build a little inside and outside would be awesome.
