with charisma at level 10 on the perk screen you can have up to 20 settlers, only other way to get more then that is with armor and clothing, and I think a specifc drug type? bonuses to boost charisma.

have you tried transfering settlers from the full settlements to other places and more might spawn at the original settlement they came from?
Settlers are generated when the area surrounding a settlement is respawned. It does not respawn if you are constantly traveling through it.
After you build a radio beacon it takes a few in game days for settlers to start coming in. You usually get 1 or 2 within a day, but I know it's taken over 5 game days before I've seen tons of settlers coming into a new settlement, just fyi.
What I do is have just 2-3 beacons, in settlements spaced WAY apart. Then just send settlers to my other settlements now and then. Seems to work ok.
Apparently you need need to go consult a dictionary for the word LEGITIMATE.
Ya I tried that. Problem is the dumbass game always remembers their original settlement for conversations and quests. As in if you sent settlers form Abernathy to Sanctuary then later defended Abernathy, then on your next trip to Sanctuary your settlers you transferred will thank you for defending. They will also complain about the stats of their original settlement and not the current one they are in.
Settlers are generated when the area around a settlement respawns. If you keep traveling through that area it will take longer to reset.
That's all I said - no need to blow your testosterone at my estrogen. Wouldn't work anyhow. I think you need a nap. :)
So when you have your two settlements with 21, you use all your CHR stuff and the send all your settlers in one of the 20+ Settlements to the other.

in previous game, I had 26 settlements (I think) and all of them were over 20 population
Embarrassingly I didn’t have the recruitment beacons on. However, in my defense the light on them was green. I finally noticed when I was fast traveling out of the settlements I didn’t get the message lost recruitment signal. Seems to be an issue with the beacons if they are switched on and off too quickly.
