The survivors in Sanctuary are the last remaining elements of survivors of the Quincy massacre -- the Gunners came to town, most Minutemen didn't, and at least one Minuteman defected to the Gunners in disgust and helped them plan the attack. Other MM -- well, for instance, there's another group that started to demand payment from Bunker Hill and eventually became full-fledged raiders rather than starve.
If you go to Quincy, you can find some bits like terminals that had been used by Sturges or the Longs, and Mama Murphy's personal stash.
Because a feral ghould shouldn't stop mid charge because you basically said "calm down you freak".
Ok, so. If you believe Mama Murphy herself, she was either a mercenary or an adventurer in her youth (possibly both). Eventually for reasons unknown she settled down in Quincy (probably due to a combination of old age and the physical toll her drug addiction has taken on her). Her defining trait of course being the fact that on taking certain drugs (seemingly determined by instinct rather than any sort of divine vision, since she never makes a mention of her being *told* what to take) she is able to see glimpses of the past, present, and/or future.
As for anything specific like what you've mentioned, no not really. Much like the rest of the Quincy survivors there's not a whole lot floating around about them besides basic character setups and snapshots involving their lives in Quincy.
I hope you think New Vegas is a poorly written game too then, because it had someone who more or less had "the sight" in it too.
