Actually thanks for the reminder to remove fusion cores. I do that for all the armor I'm upgrading but usually forget to remove it from my own personal armor.
(Sorry, I realise my answer wasn't too helpful as I don't know the answer! lol)
My assumption is that this is a bug and the armor isn't intended to be retreivable and honestly, that's not what I am upset at as I have 6 empty Power Armor frames at The Castle and 3 T-60s, 1 Raider II, 1 T-45, and 1 T-51 (Faction paint job display). The annoyance is that I was lead on what I know to believe a fruitless effort to retreive it.
you could down load the 'lootable power frame' mod. so you wouldn't lose the frame because an NPC stole it. which is absurd. i wish people who made games would play test them to make sure annoyances like this weren't a thing.
its not happened to me but i can imagine just how annoyed i'd be with it if it did.
