Mods? Vivid Fallout is supposed to improved FPS, I can see a little improvement with it but the textures are better than Vanilla, there is also a 1K huge mod that covers most the game but again TBH the FPS does not really improve that much maybe 3-4fps. I just saw a Mod called Insignificant Object Remover which i downloaded and checked out with FO4Edit, it removes some of the more basic and maybe unneeded ground stuff like 'twigs'. The author reckons they are more like extra 'grass' but also include some small debris, that may help but it might make the world look a little barer?
I was surprised how poor the 750ti runs considerring the lowest spec is a 550ti, anything that reckons it Optimises the textures will help a little but it is Shadows, Lighting and Draw Distance which are you best bets for higher FPS. Although you could try changing the Grass in the INI, Skyrim was the bigger the grass number the less grass you had, it is not such a chage in FO4 comparred to Skyrim. Mine is now at 22, I tried 50 looked a bit bare but it may help you? if you try that Insignificant Object Mod as well as thinning the grass out it may just look much too bare???
I use 'Spring Cleaning' which allows the scrapping of most ground rubbish in Settlements, Sanctuary once cleaned up runs smoother, as does the Red Rocket and they look better, have a look on the Nex.

ENB with Boost, it's on the Nex check it out for the 'Boost' (Google or read at the ENB site) you need to run a test utility which shows your full video memory usage setting for the ENB INI, you need to change that in the INI yourself, use a figure a bit below what the test shows. If it shows 29000 as mine did I put in 27000.
Fallout 4 texture optimization project, on the Nex, the download files page is a bit overfull as the author has left every version up to view? Have a look and see if you can figure out the latest and give it a try.
Put that in first, then the optimised vanilla textures, let that over write anything it asks about and then the same with vivid fallout. No guarentees but it does help with mine, the only real help is to do what i am, save money for a 980 vid card, or even a 780 as that will be cheaper and will easilly out perform the 750 which I am very disappointed in.

Pretty huge necro, I know, but having just launched the game with those settings, they do genuinely work for 60fps on my 750Ti and Phenom II X6 1090t.
Somehow it runs those settings at a higher framerate than lowest settings?!

I figured when I set the settings to what I had in my post, it was going to be a slide show, but the 750 has been doing a good job cranking out the framer-rate
I always leave Ambient Occlusion off, as it's a real frame rate killer, and the effect it provides is so unnoticeable to me (a slightly darker corner here, or a slightly darker corner over there) isn't worth the frame rate hit

Probably playing at 720p or lower. I have a GTX 970m (slightly better than the desktop GTX 960), and I get 60fps at slightly higher settings than that on a 1080p monitor. I monitored it, the game uses more than 2GB of VRAM at those settings and resolution in some areas.
Here's the 750ti running on near-console settings (high/medium, some low). Struggles to get higher than 45fps in most cases.

I have 16 gbs ram, and a i5 3.01ghz quad-processor
