Some games have their season passes go on sale, newer titles won't let it happen and usually have the game at a lower price bundled with the base game itself.
I recommend getting the season pass now, it's going up by almost double in march.
Also, you can buy the DLC separately, and only pay for what you want, and don't have to spend all the money at once.
From Skyrim's experience, the DLC took about a year before it went on sale, and still, it was never as low as the discount the game alone would get.
I still have yet to finish Borderlands 1, time to finally bother to play it.

I'm kinda suprised not to see a long, active thread about the Seaon Pass price change. I don't believe that they suddenly decided to create more content and therefore wanted to adjust the price accordingly. Instead, they probably figured that the sales of a lowered price SP at launch (with no content available) would create larger revenue than a higher-priced SP. Now that they have fleeced the sheep, they announce that they are raising the price in the future. Behold, more sheep running to get fleeced. I'm not sure what this says about anyone buying the SP after the price goes up and before any content is released.
You're right that the GMG voucher is almost always present. Sometimes it doesn't work on selected titles. I did verify that it works for the FO4 SP.
I would suspect that the SP will be discounted during the summer deal (mid-late June). A 40% off sale would bring it back to $30. It might not be until an autumn sale that it drops to the best current sale price of $24.
The point is that the $29.99 is for people who are willing to pay upfront for DLC sight unseen so they get a discount. Now that Bethesda has released more concrete information about the DLCs, there's no reason for any kind of discount. Now that you know about them, you can either buy them at full price or not, why should any company discount their brand new content immediately? That makes no sense, which is why the price of the DLCs is going up. Buy the Season Pass while you still can for a discount. As soon as they announced the DLC's, I purchased the Season Pass and I see that it's still on Steam's best selling list after a week, that's impressive.
