For reference, a fully-modded Gauss rifle with full Rifleman but no Lone Wanderer, Bloody Mess, or chems, does exactly 384. A two-shot double hit is slightly less damaging than two hits from a normal Gauss rifle (768), but of course is more ammo efficient if you're hitting with both shots. Instigating beats the hell out of both if you're a stealthy sniper.
A fully-modded .50 cal rifle does about 124 under the same conditions, with far more common ammunition than 2mm, and is easier to mod, as well. It's not amazeballs, but it IS an early-game weapon.
its so unbalanced. still i rather stick with the basegame and use only graphic mods.
So yes, it's weak, But it wasn't intended to be like the all powerful AMR in New Vegas. The commonality of its ammo and how early you can get it reflects this.
"two shot" for shotguns is bugged. it just fires 8 instead of 7 bullets...not 14 ;)
Edit: on the other hand the "explosive" and "wounding" legendaries count for every bullet... so THATS OP ;)
Gun Nut 2 enables a .50 cal pipe bolt-action rifle with a long finned barrel, recoil compensating stock, a long scope (+Science 1 for a long recon scope), and a suppressor. This means level 13, INT 3 (INT 6 if you want the recon scope). I was sniping w/ .50 cal rounds by the time I first reached super mutants at a satellite array...
