Building error

I have been trying to build a power armor station at the Castle, but for some reason, I can't. I have all the necessary perks and materials, but the station does not appear on screen when I select it in the build menu. I cannot place the station anywhere. What's going on?

What does settlement size have to do with building? There is nothing on the display to indicate that items are restricted by settlement size.

Wow. Yes there is. Top right of your screen. If that bar is full, you can not build anything

Sorry, as in, the bar on the top right had side of building mode
If its full, you cant build anything

Little bar in the top right corner... If that's full, you've reached your settlement build cap...

You'll need to delete something in order to build your PA station, if it is full...

I had never really understood the meaning of the "settlement size" bar. I hadn't realised that it represented a limit on what you could build.

In any case, the bar is two-thirds full. With such a large empty section, I would have thought I could build pretty much anything from the list.

Also, when I select the power armor station, a number 1 is displayed next to the name in brackets, implying that there is already on in the Castle. However, I have scoured the entire structure and can't find one.

That means you have the matierials to build one (1) of that item

That really doesn't help. I can't even build one station, and there is absolutely no explanation being offered. No error messages, no "you need x and y to build this here", or anything else.

It's an odd problem, i've been thinking about it for the past 15 mins.
Best guess; something with the minuitemen quests are killing the ability to place it

Blast. There don't seem to be any more quests for the Minutemen, other than the generic "save settlement x or establish settlement y."

Random thought (since I'm not in game and can't remember off the top of my head), do Power Armour stations require a perk (Local Leader iirc?), like other workstations do?

Okay, humour me for a moment;

1) Make a solid save right now
2) revert to a save where you never went near the castle.
3) take back the castle
4) as soon as you take it back, try building the station.

I know it's long winded, but if you do this then that eliminates any doubt its the game
