Find the best exp you know of, and do that for at least 1 hour, consistently every single day. Find a couple other ways that don't give as much exp, do those when you can't stand doing the "best" thing.
spend some time each day/week trying new things that might be better.

I have played this character 6 days. I was over 5 day 19 hours when I ended main quest, so I was grinding XP. I have all bobbleheads and magazines. But I wont have all perks, but I have some perkpoits unused. I just dont like all perks in MAX. Like nightvision and bloody mess (Hard to find enemy bobies). Some that makes you disappaer like last stages in Sneak and Aqua girl. Same no no hack and lockpick last stages.
Idiot savant and high Int is must. same goes to building settlements.
