Seems it helps. I just tried it out having same problems as you have
I have had that set up for about a month since its recomended to make your textures look better, the problem started about a week ago
I do, but i wasn't having this problem until a week ago, and I have been playing the game with 2 moniters for months with no issues

No amount of reloading or waiting ever causes the textures to load in making me think they are just being displayed at a lower texture res and not just loading incorrectly
I'm having the same issue.
Traffic lights, combat armor, leather, grass and vines, sheet metal & wooden bridges all look blurry, like they haven't loaded all the way or like they're really far away.
I had this problem once before and somehow I fixed it, I just don't remember what I did that fixed it exactly.
I changed ini's over and over again, downloaded reshade, an enb and this and that and somehow they just started working again.
...Now that I'm really thinking about it...I downloaded that Bethesda 2k ♥♥♥♥ from Steam to try and fix it and when I saw that my fps his the floor with this installed I uninstalled it and I think that fixed my graphics.
I'm gonna go try that again right now.
I found out later on that the issue was coming from a mix of to many loose textures in the data directory and running the memory patch in enb, honestly you can't really avoid the issue if you want to use texture mods
