Power up the Signal Interceptor "snapping" resolved.
I had issues trying to snap the Beam Emitter to the Reflector Platform. I'm hoping the following information helps at least one person.

On my second playthrough, I was unable to get the two objects to snap. I trawled dozens and dozens of tutorials and YouTube videos, all without resolve. Almost all of the videos out there discuss how to power up the device, rather than resolving the snapping issue.

Every single video I watched, referred to either Sanctuary or the Airport.

The following tips that I tried did not work:
- Removing the carpets at the airport.
- Removing all the rubble at the airport.
- Building on a slightly raiser platform (wood or steel).
- Building in a particular order (emmiter then reflector, or reflector then emmiter).
- Building on a raised, concrete floor.

The issue I had with the snapping, was that the Beam Emitter sinks into the ground a little lower than the Reflector Platform. Nothing I tried would work.

In the end, I remembered that I built the Signal Interceptor at Taffington Boathouse the first time around. I decided to go back there. I literally opened up the build menu, and placed the Reflector Platform in front of the house. As soon as I selected the Beam Emitter from the menu, it has literally auto-snapped to the Reflector Platform. My hours and hours of frustration had been resolved in seconds.

Wanted to share this in case it's useful to someone.

Bugs I experienced / issues to be aware of (based on what I read / watched):
- I didn't need two Relay Dishes.
- It didn't matter what combination of power generators I used.
- It didn't matter what order I powered them up in.
- It didn't matter what order I built them in.
- [Faction scientist] will work on some of the equipment while you're building it, which is annoying as you're unable to attach wires to it.
- You're unable to "store" items. I hit this a lot, until I realised I had to have a Reflector Platform built, or nothing else could be stored. Store the Reflector Platform last.
- If items don't appear in your "Special" menu, exit out of build mode, and go back in. They should then appear.
