Impossible to turn off god rays(solved)

I cannot seem to turn god rays off at all. I have tried every suggestion listed on the forums and none of it seems to do the trick. I have tried going into the fallout.ini and setting bNvGodraysEnable to 0, didn't work. I tried setting the preset to low then manually putting the other settings up, didn't work. I tried Typing "gr off" into console, didn't work. I have tried deleting my ini files and setting the preset to low, didn't work.
I have been setting my ini files to read only and whenever I look at their contents they always list as bNvGodraysEnable=0 even though the launcher ALWAYS puts god rays to high or low. God rays tanks my FPS. With it off i can achieve 60fps at all times. My card is a GTX 980 with a i7-4790k, 16 gigs of ram. This is starting to become ridiculous, was this intentional by Bethesda?

You've changed the fallout4.ini and Fallout4Custom.ini ?

And made them both read only?

That's exactly it, the .ini tweak saves but the launcher overwrites your changes. Another user on here showed me you can turn them off while in game with the console code "gr off". Kind of ridiculous that you have to do that every time though.

In Fallout4.ini, under [General], you can add the line:
sStartingConsoleCommand=gr off
and the game will automatically execute this command each time it starts. You can do more than one command as well, separated by a semicolon (I think).

Then make sure you change those 2 ini files to "Read Only". Then the game will not be able to change settings.

Get Bilagos Fallout4ConfigTool. I use it and have god rays turned off.

I tried this as well and of course it didn't work. I have no idea why none of the fixes working for others have not worked for me.

As i said, The "gr off" command does nothing. Yes I have seen people suggest this as well to put that line in the ini file but it doesnt do anything.

I appreciate the responses but sadly these are all methods I have tried with no luck. Is anyone else have this experience?

Godrays does turn off but you need to turn it off via the settings each time you launch the game as it resets back to low, I think update 1.3.47 screwed the godrays setting up prior to 1.3.47 I could disable Godrays in the Fallout4 prefs .ini but now even that won't work and both pref .ini files are set to read only, even changed the .ini's for graphics presets. It's no big deal though just take 10 seconds and turn them off each time you launch your game.

As I have said before. gr off does nothing for me. Ingame i will type the command and my performance does not imporve in the slightest, and nothing prints out in the console. If this fix would work it would be as simple as one of the previous posters have stated in putting sStartingConsoleCommand=gr off in the ini file.

this is the best way to do it , no more opening the console and all that jazz

I'm not sure I follow, the launch window you mean the window that displays "play,options, support.." right before you launch the game? Because I of course do that everytime to no avail.
