Settlers & key characters roaming all over the commonwealth

Guys need help my Settlers are roaming all over the commonwealth every settlement is a ghosttown preston goes all over have to chase him everywhere Sturges is always around Drumlin dinner and key characters i have to go hunting them down i have 140 mods on but has started after the last update anyone got this problem or know how to fix ???

Frankly, with that many mods, it's probably (almost certainly, since I've never seen anyone else mention this bug) due to one (or more) of them causing a conflict with the changes in 1.3...

I have not changed any mods around this is my 4 round i only change mods around when i restart a game

140 mods, lol, basically your FO4 is a mod for your Nexus Game.

Looks like the save profile itself broke quite a few AI Packages, e.e
[SAVE BEFORE DOING THIS]
1) Open the console
2) Click on the NPC
3) type "disable" and hit enter
4) type "enable" and hit enter
5) type "evp"
