Piper in Mayor's office but won't talk to me

After I got to Diamond City and met Piper, I got distracted with other quests. Eventually I got around to doing Story of the Century. I went to Piper's office and finished the first stage but Piper wasn't there. I found her in the Mayor's office, just standing in front of the receiptionist's desk. Piper won't talk to me. She just says "I'm a bit busy" when I try. So I can't finish that quest or get her as a companion.

From reading web sites, it sounds like maybe there's supposed to be an argument going on, but there isn't. She's just standing there.

Has anyone else ran into a similar problem?

Have you tried sleeping?

- Clcik on NPC
- Disable NPC (type disable)
- Enable NPC (type enable)
- Reset its AI Package (Type evp)

Thanks for the suggestions. Unfortunately nothing seems to be pushing her loose from whatever she's doing. For now I guess I'll just give up her as a companion and stick with Cait.
