Hmm I don't know how would I see that?
Well I thought of that but when I went through my saves to find one before the quest, it was 12 xp levels back. I'm at level 93 and that first save that does not list that as a quest Im at 81. I don't understand how is it that I can't fix this via console. Why does this not show up with a quest ID regardless of what I do

Well some good news this time....this particular new-ish quest does have a quest ID....so I typed completequest <id number> and voila, done. No quest marker, no settler? Console completion by default.

Yknow this game is so insane. Of course AFTER i replayed everything, run into the same issue but fixed it, I decided to launch the save with the original "Stop The Raiding..." For kicks I did some more searching and although I did not find anything specific, I did find a random list Minutemen quest editor ID....the very first one I tried fixed it. All that replay for nothing lol

This quest was a drag for two reasons. For one, no quest ID specific to this one, this quest happens to fall under "Help defend" Number two, unlike other quests the list of quest IDs cannot be used to complete this. Instead, this uses an editorID (totally different number/character format) to control it
So which quest ID did you use? Thanks for the updates I've been searching for over a week and am at level 97 so similar situation.
Ok for the radiant Minutemen quests titled: "Raider Troubles at <settlement name>"
type: completequest 00098136 This is listed in the link I included above under Faction Quests, Minutemen
For the radiant Minutemen quests titled: "Stop the Raiding at <settlement name>"
This one is tricky because it's not listed by name and you don't use and ID, instead you have to use the EditorID. In this case it's on the bottom of the page under Settlement Quests, the title is listed as "Help Defend <settlement name> and you type in one of the edtitorID labled MinRadiantOwned<number> I guessed which one and the second one I tried worked. Type: completequest MinRadiantOwned11

I found the quest ID via the "sqt" command. I had to fail a quest first, though, as the list was too long for the console windows and the quest in question (pun allowed) was the first in the list.

This weird quest bug didnt let me complete the quest, it was driving me crazy :/, i had this random Minutemen quest that a settler from Red Rocket Truck Stop gave me.
The quest is: Stop Raiding at Red Rocket Truck Stop, so accordind to the quest i had to clean up some raiders in USAF Satellite Station Olivia, the weird thing was even if the quest was active, it didnt show up any quest marker on the map.
So i went to clean the whole place, no matter how many times i tried, i was pretty sure i have killed all the raiders, but the quest just didnt let me because of the invisible or bugged quest marker.
I dont know what is causing this bug :/
But im glad that i found this post, it really helped me to solve this frustrating random quest bug, thanks a lot everyone for sharing info :)
If you're just now seeing this thread and are having similar problems, hear me out. You can get these kinds of quests both from Preston Garvey himself, or from hearing it over Radio Freedom (also includes being within The Castle location, hearing it over the public announcement system).
Some locations are weird, and NPCs will wander off, if it shows that there actually is a quest marker, the NPC is probably hidden somewhere really weird - far away from the actual location the quest is supposed to take place in. NPC settler in my case ended up being over a bit of a rocky hill, in some sort of valley nearby. Talked to him and it advanced the quest from there. Still think it's stupid that raiders all the way over on the other side of the map are somehow threatening to this settlement, lol.
