Baths and outhouses
Is it possible to make outhouses or bathing rooms and will that increase happiness?

Yes, and no. Things that increase happiness: having enough food and water in your supply network; having a high enough defense; having enough beds, under cover; having a clinic, bar, or clothing store; having a junkyard dog.

Things that will not increase happiness: any decorations, no matter what it says in the text.

So I'm currently stuck at 92 happiness. You're saying the fact I have a supply line in the settlement linked to places that may not have enough food could be why I'm stuck?

TBH you best stop the provisioner.
Found that they count in the settlement they originate from, as well as their destination (need a bed/food/water at both sides) so they'll influence happiness ratings like a regular settler would.
Doesn't matter much if you're not going for Benevolent Leader. But if for the acheev, stop them in their track.

@OP I only wish my settlers admired their communal showers/toilets I build for them. But to them it might have been the same mass in rugs and they'd still be as content as they were :D
There's only a few things that influence happiness, and they're shops (but not armour/weapon) & guard dogs... Plus doing the odd mission for a short bonus.

Uh, no. I'm saying, you do not need to produce the food and water at the settlement that consumes it. As long as a settlement is connected to another settlement by way of supply lines, and there is enough surplus in the system, happiness will not drop.

The way the happiness bonus works is totally counter intuitive. Any happiness bonus from stores is divided among all the settlers. For example, a clinic gives a bonus of 20 (I think, might be 30) but that bonus is divided up among all settlers, so a settlement with only one settler, working a clinic will give the full bonus to that settler, easily raising the target happiness to 100. With twenty settlers, the bonus is reduced to 1, meaning, you would need 20 clinics to achieve the same effect.

The only easy way to get to 100 happiness is at a settlement with a low population.

Build some more Tier 3 bars and assign them if you want to hit 100, easiest way to hit it. the settlers love them

I build bath houses and toilets, but no, it doesn't increase happiness.

...but I like to imagine it does improve the smell.

I can see accomplishing what you're talking about op. Once the GECK/Creation Kit comes out, it shouldn't be harder than attaching a modifier to a toilet. I know it's possible with xedit but that's a bit less "casual" user friendly.
