Report a translation problem
Have you made sure all of your controls on the keys/controller are what you want them to be?
Or perhaps verifying the game files? If so, then I can't think of another resolution.
I've had it happen when wearing the Cameleon Armour.
Fast travel somewhere and see how it goes. Or, try one of the other keys, such as 'I' or 'M'

Hit esc/settings/controls
Just hit esc to exit back out of the menu and try hitting tab then.
Have had it happen a few times and that normally works.
But if it still dont work,
While in game unplug the keyboard & give it a second for windows to give the dropping tone.
Plug it back in after that & you should hear windows connect tone.
Now try the tab key, should work now.
If one of the two above worked:
Let me guess, its a Razer keyboard and you have Synapse loaded?
If it still does not work.
plug the keyboard into another port, preferably one thats on a different channel.
i.e. if its on a USB 2.0 port, use a 3.0 port, Back pannel port, use a mid-board or front port. etc
There is a known issue with some USB controllers.
NFI any fix/workaround for it?
Never knew about it until I bought a VR headset.
It may only effect headsets, but its worth a shot.
