Using Console Commands to Create New Settlement
So apparently you can start a new settlement any where on the map by warping in the red settlement workbench using the player.placeatme c1aeb console code. So, I tried it and it does indeed place a settlement workbench right where your character is standing. Only problem was i couldn't open it without getting the "must clear nearby enemies" message. I have tried opening the workbench while in godmode and get the same message?

I seen plenty of youtube videos where everybody is dropping these workbenchs and then building stuff, so why can't I get it work for me?

any help or direction would be greatly appreciated

TGM should do the trick, however I never use the workbench itself to open the building screen, just keep the back button pressed on my controller to get in.
