Nope, i guess it must just be bugged. Have you tried reloading the game or loading a recent save.

I find a solution when i am in 60 fps it's work but when i am in 144 fps it doesn't work... WTF

Not TLC but TCL. It turns off collisions and lets you walk through walls and stuff. Console command.
