No "Supply line" option given in build mode.
I approach a settler, not a named person. in build mode. Only option available is "command" and "go" used to assign them to a task, but nothing comes up for me to move them to another settlement or create a supply line. I do have the local leader perk.
When confronting a minuteman, again in build mode, the normal row of buildable items are shown at the bottom of the screen and remain so even when he is highlighted in green.
I am tired of moving between settlements to collect build items and desperately need a supply line. Help needed please.

Do you have at least one rank in the Local Leader perk?

You need a local leader perk, goto crisma, and scroll down. Think its after a perk for animals...

As stated above, I do have the local leader perk. Got it after Charisma level 6. Do I need more perks?

That means the character you are looking at cannot be assigned to a supply line.

My understanding is that only a settler with no name and unassigned can be used.

Some named NPCs can be assigned to supply lines, but not all. Jake Finch, for example, can be made into a provisioner. And some unnamed generic "settlers" can't be assigned. Basically if these settlers were the original folks on the farm or settlement, then you might not be able to send them away via a supply line.

What I do is build a recruitment beacon and power for that beacon right away. Usually a settler will show up very soon and I then make that guy into a provisioner. Most of the time I can scrap enough stuff around the settlement that I can build both the beacon and the power generator right away. In the very rare occasion where I can't, I'll just go back to Sanctuary and make one of the existing settlers there into a provisioner to the new settlement.

I have just discovered that the problem is like many others in the game e.g unable to access pipboy. I exited the game then relaunched it and the supply line option is now given.

You should be able to build trading stores and placing caravan trading post as well, caravan trading posts is found in your resorce section were it shows the scrap collector bin. I am not sure is these are also needed, I am not there yet..

How ever I placed these at all my settlements with seating chairs. It won't be long before I get the local leader perk..

Caravan posts only become available after certain missions (bunker hill)
