Do fusion cores respawn like some enemies do?

Yes, well sort of ... The BIG sentry bots respawn and they have 2 fusion cores as loot. But at those power plants like in Concord, no they do not respawn there. Also traders have cores and if you run a core down to 10% and then sell it for 70 to 80 caps. So 7 or 8 redown ones will buy you a fresh one.

They respawn in the shops a lot.

^ This. Super Duper Mart spawns by the handful, minus the one you find in the Fusion Generator when you first enter there.

Not quite. The cores you find plugged into reactors do not resawn. Also, I don't think the power armor suits you find standing around respawn.

In addition, I think 30 in-game days was the Skyrim respawn time, but I'm pretty sure it's less in F4.

(not literlty.. ) but they become WAY more frequent as stand alone loot or in chests and what not

With luck over 10 you can find fusion cores in ammo boxes, i found a tons of them in high level areas Yes they do respawn, and are extremely easy to get. I found about 300 in my current playthrough, and haven't bought a single core. You can also get fusion cores from Sent Bots.

With one point in the scrounger perk, i find fusion cores in stacks of four.

I got the highest weapon shop in Sanctuary and that shop sells at least 2 cores every time the stock refills (every 48 ingame hours). I'll need Charisma 6 though (Charisma is the the most important attribute in my runs anyways ^^ ).
