There were some early unfinished mods that tried to make Boston look prewar. They looked a lot worse than the postwar versions. An example -

There is also a mod that removes all the trash, wrecks etc. But that leaves gaps in the terrain and floating buildings.
So the best you can do is apply some texture mods, add a vegetation mod plus a reshade or enb.
