It's whatever has happened to it on your local PC. The game hasn't been touched by Bethesda in years.
Is usually the result of 2 mods trying to modify the same NPC. (It's because 1 changes the character, and then another tries to make a different change. The game can't give the NPC 2 face gen files, so the skin goes brown)
If it's your own character, make a save, then load it, and it should fix it.
If you have no mods as you say, then the only thing i can suggest is validating your game files
This is almost always caused by having a frame rate (FPS) higher than 60. Limit your framerate to solve this.
The other issues have a number of causes, but validate your files, and limit your framerate first.
Also, if you haven't done so, turn OFF "Weapon Debris" and "God rays" in the graphics settings.
I have a better one for you...I was playing all day yesterday, just the normal number of crashes and bugs, but no unusual problems .
Get up this morning, start up the game, and it crashes to desktop in less than a minute. "Oho, corrupt save" I says to myself. So, start up previous saves...next down the line, still crashes...third save down, still crashes. 4th save, still crashes.
They can't all be corrupt, it was saving just fine yesterday...
Verified files, still crashes.
So what happened last night, while my computer was turned off and I was sleeping?
Crash gnomes? Evil fairies? ghosts messing with my game?
Your guess is as good as Bethesda's.
What we can rule out is Bethesda...
One Drive? Steam Cloud? Now those are suspects. Windows updates.. Driver updates.. etc.. etc.. Those are primary suspects too.
Good thing? It's not a corrupt save, as the game will flatout tell you it's corrupt in message box.
Bad thing? Something's not right in that save, and if every one of your saves is crashing yet it worked yesterday suggests itself that it's not your mod list either. I would put it down to Autosaves/Steam Cloud etc.. and a messed up .ini file.

I feel like I'm in a toxic relationship with Bethesda, I try so hard to love them but they just refuse to work, constantly want money, and give me bugs. Just let me love you!!!
Windoze could have updated when I powered up this morning, but it didn't indicate it was doing so. I verified files, so .ini's should all be fine.
I'm just pointing out that, as was stated in the OP, screwy things happen for no APPARENT reason in Bethesda games, and sometimes it seems like magic.
There's a reason they call them Bugthesda.
I downloaded this, works 95% of the time, you just cursor over the NPC and click whichever hotkey you select form the MCM for that mod and brown face goes away.
