Limit your monitor to 60 or 120 if it's NATIVE (only) to that monitor, if it's a higher frequency like 144 you'll need to look up which to cap it at (72? something?)
The game requires 60 fps for its code to properly run. When it goes too fast over that, things like speech, lockpicking, running around, etc all go out of whack.

Yeah this is one of the more common problems with newer equipment. The game was released before a LOT of that was 'standard' on PCs, so it neither detects nor does it know what to do with such a framerate.
Can you see if there's an option to display ALL modes, even if they're not 'possible'? You will definitely want to try and run as close to native resolution and framerate as possible, just because computers are wiggy that way. Do you have a video card suite to allow you to change it? Or just the resolution options using your OS?
There is a mod that can help you but if you haven't run through the game vanilla and you still want to get achievements, a mod will nullify that. (which - there is a mod FOR that, lol)
Nvidia control panel will come with the drivers, since it IS the driver.. Geforce Experience can take a run and jump.
Adrenaline comes with AMD's drivers too AFAIK, i don't think there's an option to not have this, given it controls everything...

Whenever the vertibirds go over that area or in my case whenever I walk too close to it, the game literally stalls to a .5 frame per second if I'm lucky.
But fps drops are very, VERY common for this game no matter the build on your computer. It's just unoptimized and there are some really glaring errors in certain parts of the cityscape. Behind fanueil hall, for instance, there's a portal into the abyss (the geometry isn't covered by texture, or repeats under it, etc it's horrific lol).
