Far Harbor isn't a settlement itself, unless you're using a mod that alters the area (which would be significant and likely break everything unless you've already done the whole bunch of missions there). There are four vanilla settlements, one of which is Longfellow's, so the closest one to the Harbor itself.
The game is only capable of spawning extremely few children's appearances, so figuring out what clothing they wear is reasonably close to 'how they'll look'. They cannot act as their 'character' if they're taken out of their triggers or script, so it's not like they would continue to BE bertha and whatever her brother is, he doesn't even have dialog options because he's absolutely terrified of everything the poor thing.
When you have the children of the commonwealth mod you can adjust how frequently the kids arrive as settlers. I often wind up deleting some of them because they aren't going to be assigned to farm or other jobs and take up too much of the settlement quantity after a while. But their appearances are generated based on whatever mods you're running, so mine sometimes come with slightly different hair styles or whatever than normal. It's been so long that I've been using that mod I can't even really say what a vanilla settler child might even be...

You don't need to do anything more than select their percentage chance if you want them to come to the settlements naturally and organically.
I use What's Your Name to name all my settlers, though I use a slightly earlier version than the newest, since they changed a couple things that I don't want to use myself.

You can trade with them just like normal so any clothing is easily changed.
I do not use this and it has a hard requirement of "custom playable children" so it might not be what you actually want either, but it's for altering children faces
