So NO they dont feel all the same. But you can perceive the SDK and the Developer.
So Fallout 3 and 4 are very comparable
Well Fallout uses the same now old engine. It's also why Starfield isn't what it should be which is why it also feels the same. It's not a terrible engine when used correctly, but it doesn't fit newer games any more.
But Fallout is quite different in other ways in that you don't become a magical spell-casting 'Shout' man like you do in Starfield. (In fact I think that them copying the `shouts` from Skyrim into Starfield was a huge mistake).
I like Fallout4 especially because it didn't turn you into Mr. `Shouts` man. Shouts were ok for Skyrim, nothing else. You're still expected to save the day (or not), but at least you're still just a man, not a magic man.
Not every Fallout game is a Bethesda game.

But honestly, you must only be comparing FO3, NV, and FO4.
FO and FO2 are very different in many ways but the obvious and most immediately noticeable difference between the early and later games is the change from an isometric style to a first person style.
I’m assuming though that what you’re really trying to say is that the gameplay and mechanics of the recent FO games feel like a watered down Skyrim and just aren’t that good in comparison…and that’s not entirely false.
Crafting, exploration, roleplaying, and combat in FO4 specifically are just not as fun, interesting, or rewarding as they are in Skyrim.
Some of that is due to the setting, but some of it is just because it wasn’t done well regardless.
FO4 did do some things better than Skyrim though.
The customizable settlement building is SO much better than Skyrim’s overly simplistic Hearthfire home construction feature, and the companions of FO4 are better by miles because they’re actual characters with personalities, some level of reactivity, and questlines compared to Skyrim’s who just turn into generic “allies” who lose all feeling of characterization as soon as you recruit them.
and Skyrims politics are terrible.
Honestly not a fan of companions.
Case in point, I yote my pawn off a cliff at the first one I came to in DD:DA.

Okay I haven't crafted a damn thing, but you can go up to a crafting table and "unload all the crap i don't need" and that's pretty cool.

Since it was only 10 bucks, I guess I'll stick with it, though I feel I should have gotten Outer Wilds or Outer Worlds, whatever it was I saw my friend playing
But the refund wouldn't process before the end of the sale, so I'll stick with Fallout 4 and hope it improves.
I found the “Fallout meets Borderlands” aesthetic uninteresting, and the attempt to replicate the humor of Firefly/Serenity to be anything but comical - it was downright cringey.
I’d take FO4 and even Starfield over Outer Worlds any day.
