That you should look into how long Black Mesa was in development before deciding that a 3 month delay on what looks to be a nearly-finished work, is "a long time".
It's a MOD.
It's not a full game.
It cannot be on Steam, it'll be on Nexus or likely linked from their main website (which will, doubtless, lead to the Nexus).
Its a mod in the same sense that Enderal is a mod, that is to say it isn't. They are both total conversions, adding new lands, music, models, enemies, mechanics, ect. I doubt they can condense the whole thing into an easy to install ESL file. Its most likely going to require an installer like Enderal did, and if that is the case hopefully its through Steam.
Edit: Also there is a benefit to releasing it through steam, they wouldn't need to use the most current version of Fallout 4 with the mod, Steam would download a version compatible with it like Enderal does with Skyrim, thats why when AE released it didn't break Enderal. We know a major update is coming out in 2024 that could potentially break Fallout London, hell their release date of April 24, 2024 is likely going to coincide with it. They must have some plan to keep us all from downloading the game and then having Bethesda immediately break it
They cannot release it through Steam.
It's a mod for a game that does not have a workshop. It is still reliant 100% on having Fallout 4 installed. They have never announced that this will be even close to steam.

If those things don't indicate the basic idea of "you will be running Fallout 4 but this will take precedence" ... maybe go to their website and join their discord, it's linked right on the main page, and ask there.
If they tell you yeah sure we're in talks for it, that's great I'd love to hear about it. But I wouldn't assume anything at all about its status on Steam, since no other fallout based product mods are here in any way.

Why not? Again Enderal did for Skyrim SE and it doesn't have a workshop. Enderal is not reliant on Skyrim SE being installed, you only need to own it.
I never said they did. I said it'd make sense for them to as again it's a total conversion meaning it'll likely require an installer like Enderal did. Doing it through Steam also makes the game accessible to normies.
Edit: Normies who will want to try Fallout after seeing the Amazon show but might not know how to mod. Watch the trailer, even They allude to this.
But they literally don't say "and we're in talks with bethesda and steam". Those would be key to it releasing on steam. Steam has to approve. Bethesda has to approve. They don't just show up of their own accord.
Again it would be COOL and GOOD if they did - I'm not saying that it wouldn't. But it will be highly unlikely as no other Fallout based mod has ever done so.
Black Mesa is ....teecccchnically a mod. It was, anyway, until they ditched the engine and went for something else. But it was on steam as a download before it became a fully paid separate and approved-by-valve entity.
Hell on that end: garry's mod, counterstrike... mods.
But given how close this one is to completion I would say that they'd have to have been talking quick and hard with legal teams if they want to put it here. again, it'd be good if they would, but I wouldn't hold my breath for that instance.
