yes u can power up the plant before or after.
As soon as you do that (when you raise the raider flag), Preston Garvey will be permanently pissed at you and won't be available as a companion anymore.
He will however still be available for all the main quests of the Minutemen story line that he is involved with.
You can do all the Nuka-World side quests and radiant quests without an issue, as well as all the main quests (clearing the parks etc.) up until said "Home Sweet Home" quest.
Note:
Some radiant quests require you to kill some main faction NPCs (MM, BoS, RR, Institute) in the Commonwealth, that you might still be allied with. Doing this will make this faction permanently hostile to you.
Ask the quest giver about the target first, then refuse the quest and ask for a new one until you get an exoendable target like Gunners, supermutants or other raiders.
You can wipe out the Nuka-Raiders at any point ("Open Season" quest), either by talking to McKenzie, or by killing a ny named Nuka-Raider of one of the three gangs.
After that, you will unlock the power plant and restore electricity to the park, just as if you had followed through with the Raider main quest.
In the end, what you miss by stopping at the "Home Sweet Home" quest is two of the three raider perks and two unique weapons, which you would get if you follow through with the raider main story line, as well as the raider specific settlement objects.
Finally, if you don't rescue Preston Garvey in the beginning at the museum (and he can never make you general of the Minutemen), you actually can do the Nuka-Raider main quest line (and unlock everything) without him ever getting pissed.
If you talk to him afterwards, he'll require you to first wipe all raiders ("Open Season") before you can recruit him.
Raider settlement objects you build in raider outposts continue to work after you take them back as settlements.
