Need help finding a mod.
I recall this mod allowing you to not only build railings but also wallpaper frames for all the types of walls you could make. And no, it's not Snappy Housekits.

I don't think this is it as I have seen what you want but I haven't used this mod -

Alternate Settlements

Modern Modulars has solid wall, window wall, and doorway walls, in several materials, and then with an assortment of wallpapers to cap over them,

The only part that it really lacks is stairs, of any kind.

Snappy is the only other one that I've ever seen that has wallpaper, and none of them work on anything other than those specific walls - and many of them don't work even then. It's one of the few mods I ever gave a thumbs down on. Modern Modulars is quite fun though.

For railings and such, SOE is what I use for nice wooden barrier railings (constitution), glass and institute style, high-rise / high tech.

It also has a tremendous number of other things that are fun to build with, highly recommend.
I found it, it's called Alternate Settlements[www.nexusmods.com]

Wow well if it still works that's quite nice. but as a mod that was introduced long before the dlc was even out, and then only updated once, and then has *no* bug report tab, that's... a bit too many red flags to get me to dl it. but it certainly looks cool. I might still, just to see if it does still work.
Oh also note it does require settlement keywords

which - be aware,
Incompatible With
--------------------
- Any mod that changes the Settlement Menus

So... I don't really think I'd be up on getting that, given I use smm as it's required for most mods that were made long after that one.

Modern Modulars might be better - by the same modder
"This takes my favorite parts of both Alternate Settlements and Simply Modular Housing and brings them into a newer release." SMM compatible.

I found a different mod made by the same guy called Simply Modular Housing, so I'll give that a shot soon enough.

Yeah, but it's too barebones for me. and making a roof is convoluted as hell.

Yeah my main wish is that more authors of building and structure stuff ... actually allowed you to easily mix and match by putting proper snap points on things. About half the time I have to set another wall up from whatever other set I need the roof for, and then add roof parts from it (usually parts from Hotchpotch and ChuckYuFarley's sets) but I still really love the simple style for Modern Modulars a lot.
