Unable to power up signal Interceptor.
I have spent many hours trying to get this lot to work. I drew diagrams of two different examples given. The one called for two large power pylons to be used
and the video I watched was much simpler but it worked (in the video).
My layout is as follows:
Medium generator (5) to relay dish requiring 5 power.
Medium generator (5) to Console requiring 3.
2 x large generators (10+10) to beam emitter requiring 20.
Wire connected console to beam emitter and Beam emitter to relay dish.
All generators are switched on and connected to the relevant items.
What more can I do? any help would be most welcome.

I think they meant a concrete floor from one of the ruined houses you scrap.

You are reffering to a concrete foundation I think.

This is where people need to take and post some screenshots to make a cleaer discussion.

In a video I watched, the moment everything was complete, a screen message appeared stating that powering up the interceptor completed. I get no such confirmation and the quest in pip boy also shows powering up incomplete.

I think you missed my point. If you dropped a bunch of stuff on the ground in Sanctuary to increased the size budget multiple times than it can cause your quest update to lag.

I also found that putting the interceptor on it own electrical grid worked best. As in not connecting it to anything but what you needed to build for the quest.

I did try on the concrete floors from the ruined houses that were scraped, this is where it failed for me. I cant post a screen shot because I dont have those games saved any longer. I just finished this quest last week on my most recent game and again, had to use the grass/dirt.

This mission has many bugs, from placement to consistent power. As others noted, I found the best results are to build in an area that had no structures, all power generators and components go to a single power pylon, and then you have to either catch it at just the right time or do a lot of waiting.

For some reason, if you do not advance the mission as soon as all items are ready (built, powered, and the NPC is ready to go), some items in the mission tracker randomly 'loose power' even though physically they are still in the green.

I had to take a page out of the Mamma Murphy chair bug solution to resolve this once I was ready to go. (prep for this means having all your required power and a single, central power pylon already in place)

1) Since you can not scrap the relay items, they need to be individually targeted and removed via console using:
disable
markfordelete

(make sure to do them as single commands rather than doing 'disable; markfordelete;'. This will allow you to use 'enable' if you targeted the wrong item with 'disable'. ANY item tagged with 'markfordelete' is unrecoverable, even though it may still be showing on your screen. IF you botch this with a bad MFD, reload your last save.)

2) wait/sleep for 24 hours

3) re-build the relay items 1 at a time (waiting for the tracker to acknowledge their completion before building the next item)

4) as soon as the faction NPC is ready, take the next step in the mission.

SUCCESS at last.
I left the relay dish and console where they were as I could not store them.
I also left the platform and beam emitter where they were.
I them moved up the road and built another console, platform and emitter.
Did not have screws to build more generators so stored the existing ones
and placed them in their new positions.
Wired everything up and immediately got the long awaited message
"power up complete. Talk to Sturges" What a relief.
Maybe just storing the emitter and relay dish, and moving the other items to the new position would also have work. That would surely have saved a lot of junk items.
So those that said this could not be done on scrapped houses platforms
were correct. Thanks to all for your input.

I literally posted a picture of the thing working on a scrapped house platform. All the pieces except the generator are right there. The generators are on the side, and the Console is on a wood floor in case the picture isn't perfect. So it can clearly be done.

I use no mods. Not sure if some mod is messing up peoples build.

Most strange that it worked for some. I spent days trying to get it to work on the
house platform but once I started the build on the road was successful after just a few minutes.

Power connections are not the issue (the components can be connected in any sequence), however, the most frequent dead-end problem is the Stablized Reflector Platform (SRP) not showing the option to attach wire. This unit does not require power but it is the platform on which the Molecular Beam Emitter (MBE) must be snapped on first, which is easily overlooked. In short, build the SRP first then snap the MBE to it. Proceed to build the other components, generators etc. Connect all components (SRP does not need power / connection) in any manner you wish with or without pylon.

This was truly a pain in the back end. Here's what I did.

First I scrapped absolutely everything that I could scrap in the area. All metal, all wood.

Second you need 30 power to run this thing so I built six medium sized generators and connected all of them together. Placing them in a row makes it easier to see that they are all connected. Initially the wires did not attach to a couple and there were gaps that I had to connect. I had to move one of them closer to the device because the wires wouldn't connect from that far away.

Third I connected each of the items to the same generator.

That made it work. Nothing else that I tried worked at all.

As someone else has mentioned here, it has to be built on the ground. I tried to build it at the buildable area of the airport on top of the carpets thinking that was the ground but, nope, I had to kill the carpets to build the system.

So, for anyone else that might be confused on how to get the platform built inside of the beam emitter, just make sure there are no carpets or artifacts laying around on the ground where you’re trying to build it and that should solve your issue.
