"Kid in a Fridge" quest bugged?

Hey, so I'm trying to the above mentioned quest, I let the ghoul kid out of the fridge and I'm then promted to talk to him. However, nothing happens when I activate him, I just get the "not working" buzz sound and nothing happens. Am I missing something or is this bug with the quest.

i was able to make the quest work by talking to my companion, then billy came up and started talking to me :)

Sometimes, you need to give the script time to run, and catch up w you.
