Once you have spoken to Ingram about it you can go to Mass Fusion or do Blind Betrayal or other quests. As long as the Mass Fusion quest has advanced past informing Ingram. I hope you have a save to reload.
I finished Blind Betrayal a long time ago, so even if I did have a save, I wouldn't be wanting to go that far back. Oh well - guess I'll just need to do Mass Fusion and alienate the BoS as I'd rather do that than alienate the Railroad.
You do not ever have to do Tactical Thinking if you want to side with the BOS and keep both MM and RR friendly. With the quest active do not go anywhere near Kells until you finish the game. After the final explosion Maxson wants to talk to you.
Tactical Thinking is supposed to auto-complete when the main quest finishes. In my game it did not. When I went to Maxson, Kells was there more or less frozen. He does not know the Institute is gone (poor guy, 2nd in command and nobody told him) and he still wants you to kill the RR.
So I had to use a setstage command to finish Tactical Thinking. This was my sixth playthrough, for once I did not mind using the console. After that Maxson and Kells were happy to give me my final promotion and the RR, MM and BOS were all friendly and ready to give me their after game quests.
Using the console is not playing the game as it is supposed to be played but it does give you more game for your money because you get all the quests after the game is done.
