Cant buy/sell/trade with some shopkeepers (FIXED)
EDIT: If for some reason you can't get an interaction wheel with a shopkeeper, or can't seem to build a certain shop, try a slightly different spot in your settlement! I couldn't interact with four of my shops in Abernathy and moved them to a different area in Abernathy and they worked.

I recently started renovating Abernathy Farms, including all six of the top-tier shops. The food and doctor shops work great.

However, as soon as I assign a settler to the weapons, armor, general or clothing store, I lose all access to their command wheels. They just say Yes, or Huh? Even if I switch out to another settler completely, they lose all their command wheel options. Once they are no longer assigned to the store, I can command them again (eg: trade).

Things I have tried:
Exiting the game completely.
Questing for a few hours at different locations.
Building a different shop and assigning them to it.
Using the console command to resetai.
Using the console command to recycleactor.
Using the console command to create a new shop.

But they still lose all functionality once theyre maning the shop. All my other shops work just fine. Any shops I create at a different settlement work fine.

But this is killing me, one of my goals was to deck out all my settlements with all the trimmings, and I just can't move on from Abernathy without fixing the shops. Its really making me not want to play the rest of the game, and I know its stupid and only a small portion of the game, but... It was important to me!

The reaction time of settlers, from when you assign them to when they are assigned, is significantly longer than at any normal settlement. Therefor, it may seem like they are unable to be assigned to anything. It may take anywhere between 30 seconds to over 5 minutes for them to be assigned to a specific resource.

Try assigning the settlers that are there before you take over i.e: Blake, Connie, Lucy

If they don't work try using settlers that randomly show up.

Yeah, I defintely waited more than 5 minutes. And two of the shops I built/assigned before the Clinic and Bar, and the other two after the Clinic and Bar... :( I will try assining the named settlers and see what happens. Thanks!

Assign them and either fast travlel to another settlement or walk to sanctuary hills and back.

As I was waiting for the named people to meander their way to the shops, I just happened to randomly move one of my shops more towards the center of Abernathy and tried to reassign the settler I had on it to it. Imagine my surprise when he actually worked! I moved all four of the buggy shops around to different spots and they all worked now..... I just have to redesign my layout now. But it works!

Hello 2016. This is almost 2019 and the problem still exists. I just followed solution about moving shopping posts in Abernathy's and IT SEEMS the problem occurs if the store is too far away from central workshop. Continue moving it closer and closer until you're OK. That worked for me.

This bug exists still today and even the nexus community patch doesn't touch it. I have found that moving the store around will sometimes help but there are places that they will never work.

It seems that distance from the workshop may have something to do with it,

Abernathy Farm has a dead spot in the south half of the settlement. Meaning anything scripted like shopkeeper do not like to work properly there. You get the same effect if you try putting a shop over water.

It literally has nothing to do with distance from the workshop, Sheffield, or lag assigning settlers.

Of course the bug still exist today because there has not been any patches to fix anything in over two years.

All shops EXCEPT the clinic do not work in some areas. The clinic works for me even if I put it in a spot where the General, Clothing, or Bar/Food store will not work.

There lies a potential solution and bug fix?
