There are two other ways to make it work. One is use the console command, tcl.
Or walk to the left of the terminal and half way between it and the left robot typing away. Then click on the terminal. That is how I have did it the last 3 times I have did that quest.
But, when I was done working on the PA and tried to put the FC back in, the player character would do this little jig from left to right then center to put the core in... and it got stuck there LOTS of times. Only way I knew to fix it was to always leave the FC in when modding or repairing my PA. In fact now, I always just keep one PA frame with an almost expired FC in it at all times and just carry the pieces I need to that PA station, do the work, carry them back to the original frame and no more dancing the jig at all.
It's also happened to me at the beginning of the game in the Museum of Freedom when I would go to hack the terminal to get the FC behind the locked security door.
It seems to happen just because of that little dance animation, lining up to a terminal or a power armor frame.
2024 and this is still a work around.
Select Start > Settings > System > Display > Advanced display .
Next to Choose the refresh rate, select 60Hz
