Report a translation problem
First phase : Do what the Railroad wants you to do with the Institute, after which you are told "Continue to work with the Institute"
Second Phase : You must become a part of the Institute by doing the Mass Fusion quest which makes you the enemy of the Brotherhood. Once you finish the Mass Fusion and turn on the Nuclear Reactor, the Underground Undercover will proceed into phase three.
Third Phase : Once you turn on the Reactor, you'll be informed by the Z1-14 that the Brotherhood is going to attack the Railroad. After you defend it, you are given the final mission to liberate the synths.
Skipping the quest phases by using the console is what bugged your game (possibly) since the quest is quite long and made out of several other quests from the Institute side. See if you have done Mass Fusion for the Institute. If you did and the quest did not proceed, you f-ed it up.
If you did not do the Mass Fusion for the Institute, then do it and see what happens.
If it still does not work, then you can start the game again. I don't know why you people mess with the console when you don't understand it. There is no magical sparkle-sparkle anyone can throw into your PC to make it work.
now I am stuck in the working part again,I have been stuck in this mission for 2 ♥♥♥♥♥♥♥ months!
of course I did some research about this problem,and I done so many things to try to solve this
problem.
